Salary Range: $3,263,736 – $3,879,557 per annum and any allowance(s) attached to the post

JOB PURPOSE

Under the direction of the Permanent Secretary, the Senior Director ensures that the priority issues of the portfolio which include: ending gender based violence, poverty alleviation, men’s and women’s health and educational issues are given priorities in the yearly plan of the Bureau of Gender Affairs. The incumbent also provides leadership and direction to engender collaboration and coordination among statutory bodies and non-governmental organizations (NGOs) that impact gender. 

KEY RESPONSIBILITY AREAS INCLUDE:

Management/Administrative Responsibilities

  • Participates in the formulation of Strategic /Corporate Plans for the Ministry/Bureau;
  • Manages the approved budget for the Bureau ensuring that all expenditures are documented and accounted for according to GOJ guidelines;
  • Develops/designs plan and implements policies as well as facilitates seminars and workshops for women and men in order to ensure gender sensitization of programmes. 

Technical/Professional Responsibilities

  • Identifies solutions to a wide range of gender related issues and ensures implementation for effectiveness;
  • Ensures that the priorities of gender equity and development as are outlined in the Government’s Manifesto, the Beijing and Beijing Plus Five Plans are integrated in the work of the BGA;
  • Oversees the implementation of the National Policy for Gender Equality (NPGE) and other related policy instruments to ensure the mainstreaming of gender priorities in Ministries, Department and Agencies (MDAs);
  • Serves as representative on various local, regional and international bodies in keeping with the responsibilities as Head of the BGA or as assigned by the Permanent Secretary;
  • Provides support and briefs the Minister and the Permanent Secretary on all issues that are of relevance to the mandate of the Bureau;
  • Conducts sessions at training programmes, presenting lectures, making public speeches and presentations to national and international audiences as requested;
  • Forges links with businesses, non-governmental organizations (NGOs) and faith-based groups to encourage support for gender affairs. 

Human Resource Management Responsibilities

  • Develops and manages the overall performance of the Division and its staff, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance targets, monitoring performance, providing feedback to staff and initiating corrective action where necessary to improve performance; 

REQUIRED SKILLS AND COMPETENCIES

Technical/Core Competencies

  • Sound knowledge of gender mainstreaming, monitoring and evaluation and project management
  • Knowledge of the machinery of government (policies/programmes) and steps in the legislative process
  • Sound knowledge of local and International Gender Policies

  • Proficiency in the use of Microsoft Office Suite and other relevant computer applications and systems

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Post Graduate Degree in Social Sciences, Gender and Development Studies, Development Studies or related area;
  • At least five (5) years’ experience including two (2) years at the senior management level with involvement in policy formulation and programme development in a related field;
  • Training in public sector institutional and organizational culture, Gender Analysis, Project Appraisal and Evaluation;
  • Training in Budget Preparation and Finance and Management;
  • Training in Human Resource Management/Supervisory Management.

OR

  • First Degree in Social Sciences, Gender and Development Studies, Development Studies or related area;
  • At least eight (8) years’ experience including four (4) years’ at the senior management level with involvement in policy formulation and programme development in a related;
  • Training in public sector institutional and organizational culture, Gender Analysis, Project Appraisal and Evaluation;
  • Training in Budget Preparation and Finance and Management;
  • Training in Human Resource Management/Supervisory Management.
